ugh this is driving me insane when i had DSL all i had to do was drop my connection in router then renew it.

Now that i have fios i do the same thing, log into router go to my network than connections then release connections, unplug modem/router combo for a few mins plug back in, then renew, connection comes back but the IP never changes.

What can i do to get this to grant me a new IP? is there anything i can do with the box on the wall in the garage?

please help i keep blocking myself out of MY OWN web servers and VPS

You need to have the router powered off long enough that your old IP address is likely to be assigned to someone else.  A few minutes isn't going to do that.

That usually means at least overnight. However even if you don't your IP address wil eventually change, but it certainly doesn't happen very fast.

The box on the wall is essentially a media adapter, it doesn't have an IP address, so powering it down isn't very useful unless it is for long enough for the old IP address lease to have expired, and been assigned elsewhere. However that isn't a practical solution because that is likely to take longer than the battery backup will hold up the telephone service, and the alarm will be sounding on the ONT as long it is disconnected from the mains.

so I'd suggest releasing the IP address, and then unplugging the router from the wall at least overnight, and hope for the best.

About the best you can do is get your router to request a new IP and hope that it is different from the current one. In most every  case it will be. You can do this in abotu 15 minutes (not 2 hours or overnight) by doing the following:

1. Log onto the router's network conection settings screen

2. HIt the "Release Lease" button.  When you do this the Link light on the router will change to an orange color.

3. Immediately (while the Link light is orange) power off the router

4. Wait 15 minutes ( 10 doesn't seem to be enough, but 15 seems to work.)

5. Power the router back on and check your IP.  It shouild be different from what it was.

My router gets IP addresses from one of nine different subnets. I've never got the same IP twice, and never even had a duplicate of a previous one.

The DHCP leases stick for a few hours, so it's best to leave the router off overnight to break the lease. There's usually someone who will pull your old IP, giving you a new one. Also, if you keep locking yourself out of your own machine, is there another host, perhaps an intermediary between you and the server you could connect to in order to remove the block? You should be able to pass off anything such as your SSH keys (which you should be using as Keyboard Interactive Login is asking to be hacked) through this intermediary which will then log you in to remove the blocks directly.
