I have a problem with jitter between my router in my house and the first gateway router to the Internet. I see the problem on VoIP calls using both Vonage and my corporate computer based VoIP solution, and video on demand on my non-DVR setup box. The VoIP blanks out and the video on demand stops for half a second every ~5 seconds.
I have a direct ethernet connection to my ONT and use the motorola NIM to bridge the coax network with the ethernet network. I used a Apple Time Capsule as my router to do DHCP and NAT service. Contrary to what many Verizon techs will tell you video on demand works just fine on a direct ethernet connection to the ONT with the motorola NIM bridge with using the 10.0.10.x subnet for DHCP. I have been such a happy FIOS user, I originally blamed Vonage as the cause of the problem. Vonage asked me to make the Vonage router my edge router to Verizon FIOS and have it do DHCP and NAT. I did, and after a few hours the problem came back. Got a new router from Vonage, problem still exists. Multiple firmware versions on the router, problem still exsits. Put back the Apple Time Machine as the edge router doing DHCP and NAT, problem still exists. After noticing the jitter on the video on demand and doing the following ping tests, I changed my opinion and now believe it is a network problem with the Verizon FIOS internet access and not a VoIP or router issue.
After calling Verizon, they dispatched a tech to my house and replaced my ONT but it has not solved the problem. The weird thing is when I unplug the router in my house the problem is solved for a few hours and then it comes back again. And of course anyone tries to troubleshoot the problem, they immediately ask me to unplug the router making the problem go away and then reappear after the customer support people declare the problem solved.

I have a question. So, the verizon provided router is not used in the house? (just curious)
I believe that 96.241.212.1 is the GWR (verizon router) because the post says, " Note that 96.241.212.1 is my gateway router, just 1 hop from my home router.' So, because of this are you having slow speeds or intermittant connectivity?

All right...I and my friend did a small experiment, all though it is not on fios network.
Everytime I did the test, I was not able to get any reply from first hop. My friend has a different isp and the same thing happened.

Conclusion:- It just could be the way how gateway servers work. It happened with two different isps. Again I may be wrong. In the results you posted, the reply time is very high, while my hop to my gateway just timed out.

I sent the Email to Verizon with the form you suggested. When I submitted the form it said I would be contacted in one day. That was a week ago. No contact.
Correct, I am not using the Verizon router. Native ethernet from the ONT and using a 3rd party IP router. All the router is doing is DHCP and NAT.

Have you set up QOS, With VOIP App's and the Verizon VOD, you really need to set up QOS properly. the fact that you mentioned your VOD was affected as well as your VOIP and they coincided with each other leads me to believe that, that potentiall is your primary issue.
