If Microsoft Live with Family Safety was installed, than it could be your issue. If you do not need parental controls, I would say go into your computers control panel and remove it. Family safety will require that you sign in each time so it will know which user is at the computer. Much like the MSN Browser would do if you set it up that way to controls access. Verizon does not provide MSN services now, but they do provide Windows Live. You can remove it and just remove the family safety portion.
More information about it can be found here. If a full install of all the software was performed, it may have installed all the Windows live features. http://explore.live.com/windows-live-family-safety?os=other
