Recently no matter what I do my route to certain IP's seem to get slowed at this peering location. Can someone please help me!!!!

It does not appear to be a fios trouble but a problem with att.net.

That trace looks clean. A route from Reston, VA to Los Angeles and AT&T's network using MPLS and getting 71ms looks clean to me. Looks like there may be some ICMP de-prioritization, but there is also a fair amount of jitter too.
