The conflicting info is because in some area's port 80 is blocked and in some it is not. In either case, running a web server is prohibited on residential services per the TOS Verizon supplies.
You would need a business acct in order to run a web server. You may not need the static but Verizon does have business dynamic services. It is more $$$$ than residential however. Business internet starts at $65 and goes up from there.
