Messages from verizon.net accounts to hotmail.com accounts are currently being blocked by Microsoft. If you are experiencing this issue, please let Microsoft know:

1.       Go to http://postmaster.live.com - You will land on the “Windows Live Hotmail Postmaster Services” page.  
 
2.       Click on “My e-mail is being blocked by Windows Live Hotmail or is being sent directly to the junk e-mail fold...”.  You will land on the “Troubleshooting” page.  To access the support e-Form, scroll to the bottom of the page and click on the “here” link-text within this phrase: “If your e-mail complies with our service guidelines and you are still experiencing e-mail delivery problems that are not addressed in our FAQ, click here to contact support.” 

The more people that fill out this form, the faster Microsoft will realize there is a problem that they need to address.

This is in fact a long standing issue, and it really isn't directly related to Verizon.

What happens is as large ISP's like Verizon expand, they need large blocks of IP addresses.

Often these addresses were not previously assigned, but were in fact used by hackers for various improper activities (and that is being polite). The response of many large service providers is to black list those IP addresses.

There is no automatic notification of the organizations that maintain lists of blocked IP addresses that these addresses are now assigned, and belong to valid users. The result is you may find various sites, and servers will simply refuse to handle traffic from a black listed IP address. That is what has happened with your mail to hotmail.

You usually have to contact the maintainers of the black list to get the IP address off the list (and by the way, Verizon maintains a 'black list' of their own as well).

Hence the request that people contact Microsoft and fill out the form. This is Microsoft's equivalent of Verizon's Whitelist form, which is how you get a review of an address that has been Blacklisted by Verizon. I'm aware of how it works, and also that this is how to fix it.

Hi

The thing also is that Verizon ip's are changing also. I posted in the Windows hotmail forum earlier today to add my name to the list of 7 pages the last time I looked. Should I still fill out that form?

Hi

I just looked at that form that you mentioned. I don't know half the answers to put there. I'm not a company, I'm just me. I don't know the Verizon email servers, their ip numbers etc. I just know it's outgoing.verizon.net.

The information that the form is requesting should be contained in the bounceback message you are getting.

Is there any valid reason why Verizon doesn't contact MS and get this fixed.  Subscribers should complain to Verizon, who they are paying for service, and then Verizon should contact MS to get it resoved.

It should not be necessary for subscribers to do the work and  they won't have some of the information they need to fill out the form nor is it all contained in the bounced e-mail.

Hi

I agree with the previous user also. I just realized also that this thread is for Fios. I'm still on DSL and not on Fios, but am still having the same problem. It seems to be happening sporadically also. Yesterday, after 1 failure, the resent email went thru ok. This afternoon, after 3 attempts, I think the 4 th time it went thru. For me,  I have had this problem when trying to send to a q.com and live.com address.  After numerous tries to the q.com address, it did finally go thru. q.com uses hotmail servers, but the directions on that form didn't mention that it will work for q.com addresses either. I have attempted in the past also to get my friend put on Verizon's White List, but Hotmail never responded to the requests to get the forms filled out that were requested by Verizon either.

Verizon did put in a request with Microsoft when the first complaints were received. I am told that the "issue" was "still under investigation" by Microsoft as of this morning. Having seen this issue recur several times though, I can tell you from experience that Microsoft can be VERY slow in responding to a request from Verizon for removal of a block. It is not until they start getting mass quantities of complaints from USERs that they will take action.

While it is much more helpful to put all of the correct information in the fields, odds are that by now, Microsoft already knows which block you're referring to if you have "Verizon" in your form. Fill out what you can, leave out what you can't. This is one case where quantity is actually worth more than quality.

Look at this link, Windows live mail should be well aware of the problem now, thousands are complaining all with the same error code. I looked at the form and if everything isn't filled out, it won't get accepted even. I saw some one else fill in what they knew and it wasn't accepted. Last time I looked at the above link, there were 10 pages of complaints about this problem. which started on Tues. I also have had problems with them before with bounced emails, like about every 3 months or so. Today, after 3 tries, my email did get sent to q.com address which uses windows live hotmail servers for their email too. At least I think it got sent since i didn't get another bounced notice. This problem appears to be a sporadic one according to what happened with me and also from the posts I see in the windows live help site too. Sometimes it works and sometimes it gets blocked. That form is also geared to businesses and not residential customers like I am.
