Time of day matters too. The most common time for issues is roughly between 7pm and 11pm (longer in some areas).

If you do most of your streaming at other times of the day then you might not have noticed much.

Nope, not here. Day, night, Prime Time or wee hours of the morning - rarely any issues, even with being on the East Coast and at times having several Netflix streams going at once (teenagers). None of my FiOS friends/neighbors experienced any either.
