Packet loss during prime time hours

Hopefully someone can help me here!! 

I've been getting consistent packet 10% packet loss during prime time hours only (8pm-12am ET).  It's making any kind of online gaming impossible. Speed and latency numbers are mostly fine, it's just packet loss. 

During problem times I get packet loss as early as the third hop on a typical traceroute.

74.108.1.1 is consistently fine.

130.81.189.230 (and anything farther upstream) have the packet loss. Still well within Verizon's network so I don't think its any kind of peering problem.

It's really frustrating as I am otherwise pretty happy with my service and would prefer not to go back to cable, but if this persists I will do it.
