Hi. I've been trying so hard to port forward onto my internet router. I have done so properly, shut off my fire wall, shut off my laptop, shut off the router for a minute, etc. It still says the ports are unopened with my PFPortChecker.

I called the Expert Verizon twice. They told me to keep putting the same port in over and over. Still hasn't worked.
I don't know what I'm doing wrong.

You have it backwards
On the router.
It should say source port ANY destination port 27015 and you need to specify a target ip address
You do not need to shut off firewall

Viafax speaks wisely on this issue.
He is correct, you're settings are in fact backwards. His instructions should fix your issue, but if they don't then take a look at this link, and it will give you common fixes for port forwarding issues.
With port forwarding, I'll mention that the online port checkers are not terribly accurate, you should download a port checker to your machine and use that instead.

That's mostly right, except where it says ip. Just make sure you are using your 192.168.1.x ip address. . It should be the one that your PC uses (or the one for the device you are trying to forward)
Also make sure that same device is listed in the my network section of the router

I did it exactly like you said with the device's IP off the My Network page. It's still not opening.

Where are you seeing this message? On what log?
It appears to say you are sending traffic from your address 192.168.1.3 on port 1900 to 239.255.255.250

I actually have an old one of those routers lying around, so I imagine it's the same steps as yours. It looks like you're trying to do the advanced port forwarding configuration. you should just do the basic set up. you might be making this more complex than it needs to be.
Make sure to delete ALL your old rules completely - use only the way I show described above
