Problem setting up ZyXEL VPN router behind my FIOS 9100EM router

I'm trying to set up a ZyXEL VFG6005 VPN router behind my Westell 9100EM router.  I've tried to port forward to the ZyXEL as well as putting it in the DMZ.  Still can't get to it for the FIOS public IP address.  It's set up as a PPTP VPN endpoint and I set up port forwarding as follows:

PPTP - TCP Any -> 1723
GRE

Anyone have any ideas??
