Secondary Router slows my connection to 20/15 - My plan is 35/35

I have a LAN to LAN set up where my secondary router is a Belkin N+ and primary is the actiontec ver. F. Is it normal for my connection to slow down when I have this set up. Is there a way to have my wireless connection reach it's potentional 35/35? The ethernet connection coming from the actiontec to the computer is 35/35.
Any help would be appreciated because I would like to upgrade my router to a Linksys E4200 v2? Is it possible to use the actiontec as a bridge?
Instructions would be helpful.
