Service isn't meeting expectations

Where can i post to complain about my Verizon FiOS service? Ive only had it since
March 24th from speeds of 75mbps DL, and 35mbps Upload, and within about 6 days of
actually having what speeds i was told i'd have, ive went to a wonderful 2.7mbps
download and 18.2mbps upload. Hardwired and wirelessly tested, on multiple devices,
through my FiOS enabled modem (ONT) directly and also routed through direct connections via
Cat 5 cable (not maxing out bandwith but testing each uplink individually). Now
considering this is my TRIAL PHASE of Verizon FiOS who or where should i go to
complain, and how should i go about it? Because the speeds i was promised are not
being met what so ever, and i already explained during signing up with the service, i
am a heavy data user, server hosting, game server hosting, MANY game and networked
devices will be on my network (30+ devices) that i listed, during my phone call
during initial sign up. And i was explained my service WOULD NOT be throttled or
slowed down.

I am now experiencing heavy throttling.

After actual setup/installation of FIOS network and initial speeds.

75mbps+ download and 35mbps+ upload)

http://www.speedtest.net/result/2614208288.png is my current speed test results, this
was taken just a few minutes ago, ill keep testing it every 24hours, and halting all
network actvity on my end, so i can see when my network suddenly meets up with what
im trying, because as i see it verizon FiOS isn't meeting to my expectations at all.

Cant host Minecraft servers, Cant host limited clouding network/computing network for
sharing game files, and or files with others. Cant play on ps3, networks with out
heavy lag now ingame, cant enjoy using netflix, or any streaming applications with
out heavy delay/buffer speed lag, personally this has almost completely crippled my
network life, something that wasn't completely limited like this with Comcast
Cable/Xfinity.

Another thing to note, is that i am a torrent seed host, and i had burned through
roughly 129gbs of non illegal upload traffic, but i dont see how that could have
caused a immediate bandwith cap or throttling of service within only 3 days of using
129gbs alone on just upload traffic for torrents (non illegal) torrenting.

Another thing to note, is my overall traffic usage from my network thus far is around
altogether 293gb of data traffic i've logged personally.

150 hours, 47 minutes is my total uptime traffic as of 4/1/2013 3:11am since my
modems last reboot (i dont need to reboot it just kept unplugging it during figuring
out where to set it up the following day after installation*) The current amount of
data actually used since that uptime is now

964.4756050109 megabytes is how much traffic actually is going out now, since i've
noticed the recent throttling of service (at least on what i can see when i look into
the verizon FiOS ONT/Modem/Router modem unit bandwith logging)

NOTE My network speeds im basing on maximum throughput through my coax cable, which is a maximum uplik of 75mbps to 100mbps uplink overall traffic on one dedicated COAX line into the modem unit (direct connection, not spliting off on any spliters, but a direct plugin to the FiOS box in the basement which has a dedicated FiOS Line going into it)

Problem is what i consider resolved.

Speeds are now back at optimum speeds.

URL Links (click to see my chat!) -->  {edited for privacy} click it, its redistributeable and made public (ALSO my real IP and Home address) and PRIVATE information has been removed from the .pdf file.

Issue is considered resolved, anyone can use the links i posted previously or review my chat history, i love it when techs know what their doing and make it as SIMPLE as possible for US the customer to recieve the help and support we pay for (weather through facebook, the forums, whatever means)!

Issue?

Improper configuration with bufferpackets, and speeds were crapping out hardcore.

Solution?

Try out this link http://my.verizon.com/services/speedtest/DefaultNdt.aspx This is a Test link to verify/diagnose your network. It will help you identify what is improperly CONFIGURED on your side.

Try out this link http://my.verizon.com/services/speedtest/ Its verizons speed test, make sure to use LAN for your test (cat 5 cable i suggest), as wireless testing WILL most likely show drop off, also TEST using direct connection to your ONT router/modem unit. This will help you out in isolating the problem to if its your network configs on your other devices (say routers and repeaters) or if its something with the modem itself (which is where a tech will analyze info from the defaultndt.aspx link)

My solution came from this program that just did it for me (instead of the complex method of modifying transfer/buffer speed*

http://my.verizon.com/services/speedoptimizer/fios/ it maybe different from you, but i suggest you test everything on your end, try mimicing what i did. If it doesnt work then ask the techs for help. I over looked this configuration, and i will need to literally re-setup my routers, and other repeater devices to ensure minimal packet loss, or transfer rate losses, but as usual their will be little to no noticeable drop off on speeds as im not going to far out (daisy chaining) my devices via hard wiring (with wireless though i will expect some network drop offs/lost packets resulting in slower speeds)
