Why isn't the higher tier speeds available to my house? Nobody seems to be able to answer this question, not sure where to turn to ask anymore.

SFH ONT 611

The Tellabs ONT 611 is a BPON ONT and Verizon will not provision that higher than 75Mbps/35Mbps. To get something higher Verizon would need to have GPON available at your Fiber distribution hub, and you would need to get a new ONT on top of an Ethernet connection.
It wouldn't hurt to call and ask Verizon if it's possible for them to get you more in some way, shape or form.

So they send me emails telling me they are going to up my monthly cost, want me to sign a new 2 year contract, and continue to run me on outdated equipment.

IF the location is able to do the higher tier they WILL give you the equipment upgrades for free. Probably they are not currently able to do so without upgrading their local office.
