I would highly recommend using OpenDNS: https://www.opendns.com/ . Best and least invasive/busy way to do things. From there I would recommend setting up Firewall rules to block all other DNS servers so that it adds an additional layer of complexity to get around the blocks.

I concur.   Opendns is probably the easiest way to go.  There are several ways to do it, but opendns is the easiest and offers the best solution in my opinion.

OpenDNS is a great way to block sites, but once the people you are trying to block figure out that simply changing the DNS setting on their computer goes around every block set up, you begin to learn the ins and outs of what I deal with on a daily basis in my job 😉

Easiest way is to make sure all users are NOT administrators on whatever computer.  Use a good, strong password to secure your Administrative account.  Yes, it's a bit inconvenient sometimes to have to enter a password when users want to install software, but it is the ONLY way to make sure the allowed/blocked sites and programs behave they way you want them to.

You can also use Verizon's Parental Control Software (free)

go to www.verizon.com/freetools

it's software you install on the machine you need to restrict, and it is password protected.
