Good Evening,
This is really interesting issue. I know that the Actiontech require Port open in order for it to be accessed over the Web, but I have never heard an issue of it not detecting the Wireless signal
-->Ether case you can try changing the wireless channel to and extreme one, like 11 becuase that is not used by neighbouring router or phones.. perhaps.. interference is the cause of your issue..

Have you configured these items in the setup menu through the web browser?
I have been looking in the manual for Linksys and it should work.

What does it show in the status page for wireless?
Have you used the wireless on the router to connect any other device?
Also if you have set the IP address to static for the hardwire connection in the router's IP distribution list, and the name is displayed in the my devices list. It may not want to issue an IP address to the wireless nic with a different mac address and the same device name. Just a throught.

Possibility we have an issue with the cam itself? Have you taken it elsewhere to see if it can be found on that network?
