I have two DVR's at home, one standard HDTV DVR and one set as a Home Media Multi Room DVR, as well as two standard settop boxes. I can get all the programming from the Home Media DVR on the two regular settop boxes but not from the other DVR.
Is this by default or are we missing something.

Home Media DVR to a second DVR is not supported. You can only go from Home Media DVR to non-DVR / non DCT-700 boxes.
I have been told by two different Verizon reps that I can view HM DVR content on my HD DVR in the other room. That is why I decided to get the second DVR instead of a HD STB. However, this appears to be incorrect. Why are the reps telling customoers that they can view HM DVR content on their HD DVRs when they cannot?

Because they are notoriously poorly trained and often grossly misinformed.
