Since they said it is affecting your neighbors as well, I would guess that the problem is either at the Central office (like the tech said) with a bad pon card or maybe a problem with the laser sending the signal to your neighborhood. Or it could be a problem at the local neighborhood hub. Even though you have a field tech keeping in contact with you (which is very nice btw) I would keep calling tech support. I know that sounds like a lot of work, but the more tickets that you create with tech support the better. One of the things all major companies do, is track the problems that customers have. When you start having multiple tickets on the same customer if raises a red flag and with enough complaints from a single customer, another department within the company gets involved and your issue will start getting special attention. This will light a fire under them.
