How do you order upgraded dvr

I've been trying to get to a web page to order the new dvr. Only problem is after 3 tries at 10 minutes each the web page does not load. i've been using the add/return option after logging in. only problem is the web page will not load

Anybody eles having issues when you log into your account?

I feel like I'm surfing the web on that other service with this web page
