Contact tech support for the Web-Moblie-DVR... there may be something that needs to be enabled on Verizon's end for that
As far as using your PC to configure your DVR, Go to http://www.verizon.com/fiostvcentral and click on "My Set-top Boxes" and log in there to activate and use the Web-Remote DVR

While Remote DVR is available to all customers, Mobile Remote DVR (using it on a cell phone) requires you have the Home Media (Multiroom DVR / Media Manager / Whatever you wanna call it) Package.
Edit: Just noticed you said you tried the website with no option to record - this should be available to you. Ignore me!
