Poor refresh issues

I am now on a second new LED TV. First, a Samsung, had terrible LCD banding. Geek Squad replaced the panel. 2 FIOS techs came on 2 different days and refused to do any work. They kept blabbing the same rhetoric I see here about 60Hz refresh and its "not us" but the broadcasters. OK, new TV is a Vizio with a 240Hz panel. Refresh rates still plague me and a lot of programming looks like crap. I can see the spots darken and vanish before my eyes on most solid background colors....think Lowes or TD Bank. Some channels are almost unwatchable it is so bad. I have to laugh as sometimes the commercials look better than the actual shows. I have tried just about every setting within the television menu to improve it. With the smooth motion effect set to OFF, or to High makes no difference. Have tried 1080i, 720p etc. Tried new HDMI cables, Ran HDMI direct from STB to the TV, no change. Customer service is a joke, techs are a joke, picture quality is a joke. Picture seems to deteriorate the longer the STB is on. Paying a premium price and not happy at all. Anybody have any good suggestions short of DirecTV or Xfinity?

If you're having picture issues it could be you need your ONT replaced. I recently had to have mine replaced due to lightning frying it, but after it was replaced with the new one I actually found out that the year long issues I was having that I thought was macroblocking due to compression was all the ONT's fault. I now have 100% crystal clear tv.....other then what the usual network issues are at times, but I have a 60 inch Sharp (240hz) and a 32 inch Samsung (60 hz) and the picture looks great.
