Premium channel pay per view access

To Whom It May Concern:

I have premium channels ie HBO. Cinemax.  There's a function to relay shows from premium channels.  This function is blocked from my set.  Can you unlock this function where we can access HBO, Cinemax, and other premium rebroadcast movies and shows?
