I'm getting a new TV and I want to change the room where my DVR box is located. Can I just swap the 7216 (DVR) box with the non-DVR 7100 box without any issues with my service?

The short answer is YES.
You can freely swap around the equipment in your home. I also swapped a DVR and STB. It does involve unplugging the STB and DVR, and at least the DVR often takes several minutes to come back on-line after it is plugged back in.
In fact as long as it stays in your home, and there is cable that is connected to the MOCA network, you can move the boxes to any coax outlet in the house. So the DVR could be in one room today, another tomorrow, and still another the day after that as long as it can find and see the network.
