All these devices require approval.  I have no idea what specifically held up approval on these devices, but it was widely reported.

If Verizon ever does release the VMS1100 and at this point that is a mighty big IF, will it support the H.265 video codec, which is required to decode 4K video streams to UHD compatible TVs?

Poster in another forum found that story today. Don't know about the whole UHD thing though.
