I am also having the problem with Insignia TV. I am unable to consistently turn off the tv---it does power down but then flips right back on a few seconds later. Extremely frustrating. Insignia remote works fine.
I have tried all the corrective action mentioned in this forum to no avail. Extrememly frustrating.
I have elevated the case at Verizon tech support but they are not very eager to help me. Not sure why they can't grab an Insignia tv or two and test/debug with their remotes in a lab somewhere.
If anyone has further recommendations it would be much appreciated.

Think of how many different models of TVs that might have to test.
Suppose the vendor made a minor change to their software and now the "standard" code doesn't work right.
Should Verizon be responsible for fixing their remote?
Most "universal" remote manufacturers won't guarantee they will cover 100% of all devices.
That's partially why Verizon went from a 4 device remote to 2.
Too many complaints about not supporting all the different types of devices.
