Updated Process for Windows 7, and should be the same for Vista.

Search for MSN Favorites Export Toolkit on Internet and download the zip file. Un Zip the file into the folder created in Step 2 below.

Step 1 - Unhiding the hidden file.

    Open My Computer > Go to Tools > Folder Option. Or
    Open Control Panel > Folder Option
    Click on the View Tab > Select Show Hidden Files and Folders, also unselect Hide Protected Operating system files..
    Click OK.
 Put this back when you finish.


Step 2 - Find MSN Favorites file.

    Open My Computer. Navigate to C:\Users\?????\AppData\Roaming\MSN6\UserData\ folder like ( xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxx)


    Now inside it double click on UserData folder and identify a folder containing long name pattern like ( xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxx)


    You will have more than one folder like this for each MSN user.

    Open the folder. Right click on Favorites.XML file and select Copy
    Create a MSN FAV or folder of your choice on the desktop, just to keep things clean.
    Paste the file in the folder.

  

Step 3

    You should have the tools unzipped in MSN FAV folder or what ever you named it.

    Follow instructions included with the Toolkit. I just went to the directory I created and executed msnfav2.vbs, and it created

    the bookmark.htm file used in step 4.

   When you execute the script, check the bookmarks.htm file by opening it to be sure you have the correct favorites.

   The file may not be clean at this point, but the htm will show roughly whos favorites you have, and if they look like yours.

   If you have the wrong favorites.xml, delete the new bookmark.htm, go back to step 2 and choose another favorites.xml.


Step 4 - Import to Internet Explorer.
   
    (Do this if you wish to keep things clean, and have MSN stuff in a subfolder) RECOMMENDED
    Launch Internet Explorer > Go to Favorites Menu > Organize Favorites > New Folder. (MSN FAV)
 
    Launch Internet Explorer > Go to File Menu > Select Import and Export > Next
    Select Import Favorites and click Next.
    Choose Import from a file> Click on Browse.
    Browse to the Bookmark.htm file in the directory you created and click next.

    Select where you want the Favorites to be placed. I placed mine in the MSN FAV folder.
    Now all your favorites from MSN are available in Internet Explorer favorites.xml

    If you selected to Organize Favorites, and created a MSN FAV. your MSN favorites will be there.
