Is FIOS throttling???????

I am noticing a big change with Fios recently. As soon as you start downloading a file, the download speed drops to a rediculously low speed of about 1-2 mps until about 15 minutes after the downloading has stopped. The speed is then back to normal again. This is happening at 2 different locations with both 25/25 & 50/25. 2 different computers & both ethernet connected. Even a small PDF closes the throttle.
Sure seems like Verizon is throttling. Anybody else noticing this??

No, they don't throttle.
Yes there are networks that they connect to that which are overloaded. And with the recent court decision they will not correct until the other network pays them.
Of course there are networks they connect to that may throttle on there own.
