Not sure what your plan is or whether you are testing from a direct wired machine but yea that is bad.
I was pulling a MS update getting about 1Mbps, I feel your pain.
Hopefully they really are upgrading an edge router in their pop and that will be the end of it.

Don't know who told you neighbor, but I asked the Tech yesterday and she was NOT aware of any upgrading / outage in my area (22031).
And surprizingly, the speed now is more than awesome ... almost double my subcribed speed (50/50). However, don't know how long it would last.
