If I change from 75/75 to 25/25 will it have any effect on my TV quality or on Demand? Will this cause any problems wathcing shows in different rooms from the two DVRs?

No, it won't have any problems with tv or ondemand. There is plenty of "fluff" for it. You won't notice a difference.

You can even stream Netflix HD content from your router to a wireless device with a 25/25 connection.

Normally 25/25 is more than adequate to stream Netflix HD.

Verizon loves to sell more bandwidth than it's subscribers will ever use. For example, one of the only ways you can saturate a 25/25 network connection is to have at least (4), maybe more, devices all streaming HD content from a provider at the same time.

But see, that's a good thing to sell more than what will be needed, even on a base package. It leaves more room for growth and sudden spikes. Meanwhile, in areas such as mine that are known as the landmass of DSL, they can't sell enough to cover a home full of gamers, streamers, and surfers.
