I AM TRYING TO SIGN IN TO PAY MY BILL AND IT IS ASKING ME FOR  TEMPORARY PIN I WANT TO KNOW MY BALANCE

you have to do the pin, so when you're home, have it send you a temporary.  it calls you and gives it to you over the phone, and you enter it in the website.

If Verizon has a voice number you're able to get to on file, just have their system call you with a PIN. It's something they put in two years ago as a security measure. The system takes up to 15 minutes to dial you, but when it does, the correct PIN is always given. It's a one time thing. Once the PIN is entered and you're in the account you no longer need it.
