Message "have exceeded max number of transactions ..."

Trying to pay FINAL bill online using One Time Payment. Tried 3 more times when on 1st attempt got message "We are sorry, you have exceeded the maximum number of transactions that are allowed in a day for this payment option."  Need help NOW!.
