Verizon Billing sends me a bill for a phone and internet that I never was able to use.

When I ordered Verizon, they gave me a phone # over the phone that never worked. They sent a man weeks later. He fixed it and gave me a new phone#. After that, I started to receive 2 phone bills for 1 service. I though it was settled yrs. ago. Now, they won't let me bundle and have put a tarnish on my good credit. I have written letters, called many times. They keep tranferring me to another dept. untill hrs. go by and I have to get off the phine. I have even been sent to depts. that were not open during those hrs. I find it impossible to fix the situation. Should I call a lawyer?
