"Temporary" above ground line

Not sure where else to post this and calling Verizon every week isn't getting it done.  I've had the temp above ground line in my yard since early October.  I call and they say ok we'll take care of it.  All they do is come out and paint the yard.  A few days go by and I call to see what's up and it turns out they closed the ticket so we have to start the process over again.

How do I get them to come out and actually bury the line?  This is getting crazy.
