Have you checked for dial tone at your NID? If it's there then Verizon's right. If not, Verizon's wrong and they have to send someone out to fix it. You should get that fixed as DSL will be affected by a line experiencing a dial tone issue.

Indeed - that was the situation when the storm killed my line on July 7th. I had no dial tone at the NID but verizon said the line test worked fine. As it turns out, the problem was the cable from the pole to my house. Verizon's line test only goes to the pole - not your NID. They will tell you there will probably be a charge, but if it is the cable from the pole or your NID itself (it has a fuse that can blow) there will not be a charge.

Here in So Cal, mountains above Palm Springs, I have had the same problem in August off and on.
I don't trust Verizon stating the line is okay. I mean their computers said I didn't have a phone line, yet when they connected service, I had a phone! The technician did find a problem in the line when I connected DSL in June, corrected the wire and I had the fastest speed on the hill -10bps.
But this recent intermittant problem drives me crazy. Usually during the heat of the day, it will power off every 10 minutes. Some summer vacation when my son's game gets disconnected.
Finally, the many times I've called Verizon, it cycled down when they tested the line and they said there is an outage. So it is worth the pain of hitting 1 for service problem, 1 for DSL, listening to the message on turning off your modem to reconnect.
My point is why turn off the modem if it turns on again by itself for 10 minutes. It has NO problem re-connecting. Very irritating DSL doesn't have an "outage" message like phone. Pathetic they don't know who is affected by their outages. Maybe the phone programmers need to work in DSL to get it up to par.
