When I do a speed test it says I'm at 1.5 to 1.7 however, downloading items from the internet etc. I very rarely see above 350 kb/s

Downloading items from the internet? Well there are lots of factors that may be inhibiting your download speed between you and the host site. And even the host site may be busy so it's "pipe" is slightly clogged.

If you know the location of the site you are trying to get to, try using speedtest.net and pick a host for the test in the same general vicinity. That could give you a reference point.

Don't know the location of a site? Open a DOS window and PING the domain. This will show you the IP address between brackets. Write it down as explaining how to copy from a DOS window is tricky.

Then go to ip2location.com/free.asp and ask that server for the location with the IP address. Then go back to speedtest.net and find a server in the same vicinity.

Remember this also, while hosting a web server on one's own machine via a DSL or Cable connection is frowned upon by internet providers, that doesn't say it doesn't happen and the server you are trying to download from may be on a very slow connection. Their upload speed is your maximum download speed!

All Verizon provides is the On/Off Ramp to the Internet, and your transceiver statistics only measure the link between you and the Central Office (CO). From the transceiver statistics you should be able to do a little better on the downlink (not much better), and you are maxed out on the uplink due to the quality/length of the copper pair. While their may be some capacity issues within Verizon's network, most of them will turn out to be elsewhere on the net, and most of the the route to/from most web sites travels extensively on parts of the Internet Verizon has no control over.

Unfortunately as others have pointed out, Verizon has no control over speed and performance once you leave the part of the network that Verizon operates, and to most sites, that is a lot of hops that are outside the Verizon Network.

One other test you might run is ndt.anl.gov, which does pretty good end to end diagnositcs of where the limitations are. Some of them may actually be in your PC,  The statistics and other details from the report can be quite enlightening.

So while 350kbps may not be very good for a 2mbps connection, there is no assurance that it is actually a Verizon problem, and odds are, it isn't a Verizon issue.

You're rather far out, so what you're seeing there is ultimately all you might be able to get. You could probably hold a higher speed for a short while, but the line is just too far out to sustain it. ADSL2+ can help but at this point it's more or less a bandage. You can try plugging your modem into your NID to see if the stats/guestimated distance is reduced, but otherwise you're pretty much stuck I'd have to say. With stats like those you shouldn't be downloading any higher than the 210KB/s range. If you're doing over 350KB/s you're seeing the full 3Mbps sync during those times but it obviously isn't lasting very long.
