okay i was having the same problem.. but my plan was on the 7.1. and i was getting about 2.5 mbps. What i did. is i called verizon and told them about the problem, they downgraded my speed to 5 mbps, and sent me a new router, but now my speed is only 3 mbps. they told me to call back if the problem was still there. and im definitely calling back. you should too. call them and tell them what's going on..

I'm being cheated as well, 1.5/384 service but being billed for 3.0/768. The latest excuse was "You're in an area that only supports 1.5 mbit service." When I ask how my next-door neighbor has 3 mbit service they just repeat the same line, it's enough to make you scream. Billing insists I must take a new 2 year agreement to get the pricing fixed. We'll see what the regulatory agencies have to say about that.
I think the bottom line is Verizon wants out of DSL in areas where they sell FIOS. They've been knocking on my door three times already trying to sell me FIOS. I told the salesman I could never go for FIOS, I haven't got the test equipment for it. He looked confused, so I explained that when I get the {please keep your posts courteous} in support and he says "we have tested your line and determined the problem is in your computer and you must call your computer vendor for service" or some variation, I can check the line for voltages and DSL signals, good enough to see if I should have a connection or not. I have no diagnostic equipment for fiber optics so I would be stuck.
Verizon has a lot to learn about marketing, being a monopoly in the land line phone business has gone to their head, and a lot more about customer service. One more 2 day outage and I'm going with Comcast, at least their tech support people speak english.
