When trying to access Club Penguin I get a message to open ports 3724, 6612, 6113, 9875 outbound. I have tried doing this but am still unable to log in. This is what I have done:

6 UDP 6112 6112 6112
7 UDP 6113 6113 6113

If I choose "NO SECURITY" from the general firewall page I don't have any problems; however, I don't want to leave it on as not security so therefore I am trying to open the ports. Please advise. Thank you.

What Firewall option are you setting your modem/router to? If it's Medium or High the port forwards may be getting ignored. The low setting should make both your port forwards work (you might not even need them) while providing some firewall coverage.
