I was told the problem was wih my splitter-Got a new one- no- it was the 5 week old modem. Then a tech guy has to come out to check wiring outside. no problem (if inspected?)

Then it's a power outage they say. Then when yolu call back there is NO power outage. The Verizon in home agent stinks, and after you leave "yes" answer to comment "Did this help?" -Wham you try and connect again and cannot. 

I was informed that I qualified for "Enhanced High Speed Internet ". Cannot view any videos with any browser without it stopping every 2 seconds. Went to speedtest.net numerous times, am and pm (in the middle of night) and consistently received info that my download speed is .16mbps and upload speed is .34.  I am paying about 59.99 for this?

If you don't know how to get the Transceiver Statistics from your modem:

a) What is the brand and model of your modem?

b) If you have a RJ-45 WSN port router connected to the modem: What is the brand and model of your RJ-45 WAN port router?

#3 Even if you know how to get the Transceiver Statistics from you modem, if you have a RJ-45 WAN port router connected to your modem

Based upon your reply by PM/IM, this is what you need to know

Visit http://192.168.1.1/for me and do the following:

1: If you see a Blue and White Westell page, mouse over Troubleshooting, go to DSL, and choose Transceiver Statistics. Copy/Paste the information on that page.

2: Go to System Monitoring > Advanced Monitors > Transceiver Statistics. Copy/Paste the information on that page.

3: Try visiting http://192.168.1.1/transtat.htm which is a direct link to the Stats on older modems.

If you need a Username and Password, try the following:

admin/password

admin/password1

admin/admin

admin/admin1

admin/Serial Number.

By Serial Number, I don't mean type in the words Serial Number. I mean find and type in the serial number found on the bottom of this router.

Be aware that the final hop (bottom-most line of the trace) will contain a hop with your IP address in it. Remove that line. What I'm looking for is a line that mentions "ERX" in it's name towards the end. If for some reason the trace does not complete (two lines full of Stars), keep the trace route intact.

#1 I did not see any ERX in it's name towards the end. 🙂

#2 Not including the route from europe, all hops are 8ms and below.

#3 I don't know how some of the hop(s) could be 0ms.

#4 Two hops were at least 7ms. But one hop, had 8ms (as the second spot).

#5 I believe it is min, max, and then average. So, a max of 8ms at one of the hops...

I live in a high-rise building with over 400 units, not a private home. I should have mentioned that before. Also, previously when I mentioned a new splitter that Verizon told me to buy, They meant the little plastic clip that holds both wires (internet and phone)

that connects to phone jack inside apartment. 

Do you think I should call Verizon? Could you please advise me on what to ask?  Thanks.

Finally called Verizon and my modem had to be completely reset with new password. They also gave a $25 credit for the month that I had .16 download speed. 

Thank you very much. You were a big help as I knew what to discuss with them.

You're having an Intermittent line issue. A sync rate of 192kbps is not standard for Verizon nor is the upstream of 416kbps, and as such your modem is losing sync and dropping to lower speeds. If you happen to have Voice service with Verizon, check it for noise in a silent call (or killed dial tone) around the same time the DSL service is acting up. If you've got noise, call Verizon VOICE repair out and let them deal with the issue. Once they take care of their end of things the DSL will follow with it. A silent call should have no noise, including static, popping, buzzing and humming.

If you don't have voice service, get a Verizon tech out to try swapping the cable pair you are on, either from the NID to your Wall Jacks or from the Verizon drop to the CO if they cannot find and repair the source of noise. Often times the source of static is aeriel plant having a bad splice or two, or some corrosion. If the problem is inside and Verizon is not allowed to mess with the copper after the NID towards your unit, have your building management repair the copper (this only works though if you have static on voice service), as if it is getting noisy like that it is not operating per standards and needs attention. Now if this is a dry-loop connection, building management technically does not have to fix the problem for you if it's with their wiring and only impacting DSL.
