I am trying to access the following website to view/pay my bill online. https://xmro-secure.xmradio.com/listenercare/login.xm
No matter what I do I can not connect. I called and spoke to a CSR at the company and assured me there was no problem at their end. I tried 3 different browsers FF/Chrome and IE and get the same results on all 3. Tried from a friends house and I can access no problem. Already checked the basics, turned off firewall, antivirus and made sure port 443 was unblocked. Only thing it could be is Verizon blacklisting the site for whatever reason.

While I have no account and can not log-in, I can access that site fine.
What DNS Server(s) are you using?
a) For example if on Windows XP, go to Start -> Run.
b) Type in cmd and press enter.
c) In the new window, called the command prompt, type in ipconfig /all and press enter.

When I tried to use those DNS Servers, I could access the site.
So, I know now - it is not the DNS Server(s) that is blocking you.
#1 I am just wondering..
a) Do you still have the Westell 6100 as your modem?
b) Do you still have the DI-524 as your router?
#2 Did you install the Verizon security software on your computer?
#3 Do you installed any P2P privacy app (e.g. PeerGuardian 2)?

#2 Did you install the Verizon security software on your computer? NO I AM USING AVG FREE AND WINDOWS FIREWALL.

#1 Do a trace route to 206.173.179.71
#2 In the router go to Advanced ->Filter.
#3 Now as noted at http://support.dlink.com/emulators/di524/adv_filters.html
there is more than one type of filter.
#4 Please check all of the filters (IP Filter, MAC Filter, URL Blocking, and Domain Blocking) on what you have..

Did not understand #4, Check all IP filters. I have nothing checked in that area, therefore nothing should be blocked.

It is unlikely to be Verizon who is doing the blocking. The far more likely scenario is that the IP Address that Verizon has assigned you has a checkered history, i.e. it has been used previously to hack, or attack XMradio's servers, so is blocked by XM's administrators.
I am also a Verizon internet user, and I have no trouble with the https://xmro-secure.xmradio.com/listenercare/login .xm URL.
The only way to fix that is to get XM to unblock your IP address, or get an IP address that is another group, that is not blocked. As a practical matter, the later is not likely.
There are several sites available that have lists of 'blacklisted' IP addresses, you might check some of them to see if you IP address does indeed have a 'bad history'.
