The only thing I can see in that log are messages about not being able to communicate with a DNS server, which would probably correlate to the outages you are seeing. They do not account for the irregular speed tests, however. The communication issue can be coming from either a loss of transport from Verizon's end indicating network trouble, or it could also be issues with sync or perhaps DNS outages on Verizon's end. These are what I can think of off of the top of my head. Trying other DNS servers via your PC may or may not rule this issue out.

EDIT: I see a Juniper ERX on the line, which may be causing the throughput issues you are seeing. Visit http://192.168.1.1/ and tell me what speed the modem shows you as connected at for both downstream and upstream.

Thnanks for taking the time to look at it. I just talked to my dad  and he lives a mile away and his is doing the same thing

Alrighty. That suggests then that the problems are probably regional then. I know there are some issues happening in and around Pennsylvania that are leading to trouble reaching some websites, so they may or may not be related.
