so my plan is 1.5-3mbps well its at 1.8 im just wondering y its not 3 & also y when i download the max transfer speed is around 190kbps-206kbps?

At a speed of 1.5Mbps, you're going to get at most 190KB/s due to the fact that Verizon is quoting you a speed in Kilobits, and you're seeing transfer rates in KiloBytes. There are 8 bits to the byte, so keep this in mind. Second of all, if you tell us which modem you have, we can see why Verizon set you to 1.5Mbps.

Without seeing your transceiver statistics, it is hard to know what you actually have.  Verizon does quote speed in bits per second, however many download programs quote speed in bytes per second, and as the other poster pointed out there are 8 bits per byte, so the bits per second should be 8 times the bytes per second.

As to your actual speed, please post your transceiver statistics. That will tell you exactly what speed your link to/from the Central Office is.

That speed is the LOWER of either your provisioned speed (probably 3mbps/768kbps), or the highest speed your modem can successfully negotiate with the Central Office Equipment. That speed is  sensitive to the distance you are from the Central Office, and the condition of the copper pair that connects you. A copper connection that work just fine for telephone service, may have very high losses for DSL use, which would reduce the maximum negotiated speed.
