so i currently upgraded my dsl to enhanced and my internet has been ridiculously slow.  On Speedtest.net when i run back to back to back tests, I'm getting over 400 ping with download/upload speeds less than 1 Mbps to 20 ping with 4 Mbps down, 1Mbps up and then back to over 400 ping with less than 1Mbps down/up and the following tests will yield various results.  Any help on this issue is much appreciated.

I presume this issue only happens startng in the evening or afternoon hours and worsens until midnight where magically the speed returns and pings go into the sub-20s? That would be congestion of course 🙂

For as low as the noise margin may seem, your line is showing a pretty good sync rate for the 10Mbps/1Mbps provisioning and a margin of 10dB is acceptable enough. I don't believe this is a physical circuit issue at all.

Before I get you to someone who can take a nice look at this and fix it for you, please ensure nothing in your home is consuming any amount of connectivity, especially upload during the times you see these slow-downs.

Having a 400ms ping time isn't acceptable at any time of day. As Smith suggested NETWORK congestion happens but DSL is a direct connection to the central office and doesn't share bandwidth with others. And according to your tranceiver statistics you should be downloading at about 11 Mbps at all times.

I highly doubt congestion would be this bad and nothing else is eating up bandwidth as I am the only one home as another one of these  "episodes" happened a few hours ago.  Do you guys think the problem is on my end or theirs?

Congestion can actually be a lot worse. I've seen it happen. Think along the lines of 2 second lag times with speeds that would make a 14.4k dial-up modem run for it's money. Something like that is basically a mix of severely overloaded gear that drops packets and is also most likely having some sort of hardware or software configuration issue. This one particular connection saw such an issue only during the evening hours and it turns out the DSLAM wans't constructed to handle more than a set speed that isn't even what the max ADSL could handle, which is something I find disappointing for carrier grade gear.

Since you're at a speed higher than 3-5Mbps, I wonder if this is ANOTHER case where the DSLAM just cannot take the load and you have to be moved to a newer one that handles higher speeds better. This is just starting to get rediculous. ADSL and ADSL2+ have been around for years and it seems backhaul and equipment lacks in departments where it shouldn't be lacking. It's not hard for decent gear to hit port speed on all ports!

There is no way this is normal congestion and if it is, it is definetely unacceptable as it literally took me 5 minutes from verizon's home page to reach the page where i am writing this message.  Paying for this service is bull**bleep**.

Either way, whatever it is it needs to be fixed. It's hard to say what the actual issue is without having someone look at and watch the gear. I'd have my contact do this and get the problem resolved right off the bat for you with no hassle but I'm afraid he'll be out of service for a few weeks. As such, you'll have to go through the normal routine of getting things fixed or try the Verizon Direct forum at DSLReports (if that's still good. Verizon keeps changing staff there).

so i have just been informed that my area only supports 1.1 - 3 mbps...but i have the other plan.  what should i do now?

Let me see if I can get someone to help you out with this. Wish my contact were in a position to help.

If they're saying your area is maxed at 3Mbps they either put a limit on how many people can order the higher speeds or the DSLAMs were not engineered to handle higher speeds and hit capacity faster than expected. I've got a few suspicions as to what the problem may be.
