Came to the same conclusion as you.
Two weird things are happening :
- sometime, one of my LAN device gets a public IP
- the decoder seem to loose connectivity quite often, I don't know why thought, but I suspect it gets the wrong IP.
The thing I did not understand from that guide is : why switch the MAC addresses, why is that necessary? I did it anyways and it seems to work, but I don't understand why.
Did you find a way to "isolate" the DHCP servers? Since the guide says the Actiontec switch should be connected back to my LAN it makes sense that two DHCP servers ar messing on the same network...
This is definitely so much more complicated that it should...

Try this it worked for me.
I have an older Fios router setup > everything works
New Actiontec connected to coax for moca. changed the ip address on this router to 192.168.1.200 and turned of DHCP. the first router takes care of both DHCP and there no more issues through out my home including DVR.
