Five Cents Long Distance Plan Shortfall

Just wondering if I've correctly understood the Verizon Five Cents long distance plan. On my online Verizon account it says that the plan is available for a $6 monthly fee and is subject to a $9.95 minimum charge. I spent 30 minutes in an online chat and 20 minutes on the phone with customer support and nobody could answer this simple question for me: If I make NO long distance calls, is the shortfall charge $3.95?

It should be an easy question to answer and the fact that no one could answer it makes me worry that I have not understood the plan correctly. By my calculation, for $9.95/month ($6 fee plus 3.95 maxium shortfall fee) you get 79 minutes of state-to-state calling (still not sure if regional calls are 5 cents). Any minutes above 79 are charged at 0.05/min.

This is in Pennsylvania, in case that makes a difference.

why not take 5 cents per minute plan that is not monthy fee?

Which plan is that? Verizon used to have a five cents plan without a monthly fee (started back in 2004)  but I don't see that it is still being offered.

FiOs Digtal Voice Per Minute Plan,   5 cents per minute,   monthy fee $10 , all incoming calls, 800 number and call to verizon local landline phone are free. check it out.
