Payment arrangement gone WRONG

Hello, yes you do have permission to view bill.   I need help with bill.  I agreed on a $194.00 payment arrangement for April 3, 2013 but the system took $421.83.  This situation has caused severe hardship to my family.  Please help!   PS:  Please credit my account for phone services that have never worked.  Thanks!!!!!!!
