Do I have to use the online page builder for my personal web page or can I use FTP to upload a page I design offline with another page designer? I dislike WYSIWYG page designing.

Unfortunately VZ discontinued FTP for web space a while back. You are "stuck" with SiteBuilder if you want to use that space for your pages. Fortunately there are many other free services available, so you can still find one that allows FTP. In the meantime it may take some doing to retrieve your work from the VZ space, and frankly I haven't encountered a simple way to do this.
