Repair does not check their work -- inefficient for me and Verizon

A repair was scheduled for today for noise on my telephone line at the customer interface.  The tech arrived checked the line and 2.5 hours later I received a text message indicating the problem was fixed.  Strange that I never saw the tech after the first arrival.  I checked the line again inside and out with two different telephone sets.  The problem is still there.  Isn't it normal to verify the fix is adequate at the customer interface?  This is wasteful of my time and Verizon's.  Maybe that is why our bills are so high.  I must, however, commend customer service for scheduling another tech to be out here tomorrow.
