I had the same problem and the same error message yesterday when trying to access my webmail. Very annoying as I was expecting an extremely important e-mail.
Note that verizon webmail server incoming.verizon.net is currently down 1:30 - 2:15 am ET 4/12/2013.
Email can be sent as outgoing.verizon.net is up. You just cannot receive email.
Tech support has no idea what is going on and therefore has no idea when it will be fixed.
Verizon refuses to put up a message on My Verizon whenever their servers are down.
Do not make any changes to the way you access your email. There is nothing wrong with that, it
is the verixon incoming server that is hosed. So sit tight, and hope they fix it and then they adjust
the cost for their lack of service during this period of time as any responsible email provider would.
