In order for any of us peers to help we would need some more info. Probably some idea where in the country you are as it may be a problem in just one area.
Most likely to help would be for you to run verizon's speedtest NDT and then ask that for more info
http://my.verizon.com/services/speedtest/DefaultNdt.aspx
Click on see more details and copy the report the report (blank at your ip address in report) and post it to this thread.

See if you can try on another PC. We got screwed on that deal as well. We upgraded to 50/25 and get slower speeds than the previous (and cheaper) 25/25. Our issue turned out to be a provisioning error.
Good luck talking to someone - we called 18 times and got transferred to a phone sex line when asking for a supervisor. I hope you are more lucky than we were.

What router do you have? If you have another computer check to see if you get the same results on a wired connection.
I'm sure you've unplugged your router to reset it. Have you gone into your routers settings and made sure the security is set to wpa2? Try changing the channels to 1, 6 or 11 and see if anything improves.
Also make sure your network card can handle higher speeds. You might not be able to get all the way close to 50.
Run the fios optimizer even if you already have and see if anythign changes if the settings have been changed. I've had to run it a few times before.

Thanks for the replies!
Im located in Southern California(Palmdale)
I have reset router and connected 3 different computers (wired) and various other devices (wireless) with pretty much the exact same results.
Here is the speedtest info from verizon, and it says im getting 16mbps up, that good.
But 1.62kb/s down!
KILOBYTES!
Checking for Middleboxes . . . . . . . . . . . . . . . . . . Done
SendBufferSize set to [261360]
running 10s outbound test (client to server) . . . . . 16.23Mb/s
running 10s inbound test (server to client) . . . . . . 1.62kb/s
Information: Network Middlebox is modifying MSS variable
Server IP addresses are preserved End-to-End
Information: Network Address Translation (NAT) box is modifying the Client's IP address
Server says [xxx.38.xxx.xxx] but Client says [192.168.1.2]

The theoretical network limit is 1.07 Mbps
The NDT server has a 12.0 KByte buffer which limits the throughput to 4.98 Mbps
Your PC/Workstation has a 65.0 KByte buffer which limits the throughput to 42.69 Mbps
The network based flow control limits the throughput to 1.93 Mbps

The fact is, that computers and devices I was getting 35-40mbps download 2 weeks ago, are now getting 1mbps max. No matter how many times verizon tries to tell me, I know it is not my computers.
Its either the router or service.
