It sounds like you are trying to establish a wireless connection.
If so try putting a $ in front of the WEP Key.
(I remembered seeing this in an earlier thread a few weeks ago)

also make sure you are doing "wep password" when you are choosing the security from the drop down list when making a new connection.

This game me trouble a little while ago - I had a wireless network running under a given name - SSID_NNN. When I set up the FiOS router, I used the same SSID name, but a different encryption scheme. When I would try to log in with my powerbook, it would try the old encryption scheme and fail.
