I believe Topeka is an AT&T area, unfortunately. Won't be getting FiOS there. You'll likely have to look at AT&T U-Verse, hope Gigapower shows up, or Municipal Fiber shows up. Otherwise it's the local cable company.
I was hoping that Municipal Networks would be a reality in the near future, but with those multi-billion dollar ISPs flexing their muscles, I highly doubt it will ever happen.
It's just crazy to think about how much faster fiber optics are over any current connection type. With our media files getting bigger and bigger to accommodate HD audio, video and such, we sure could use a country-wide fiber optics infrastructure.
Hopefully it does manifest, because I'm waiting in line for the fiber-optic flood gates to open.
